The overpopulation began after prisoners of the Pharaoh started returning from Egypt; at least 9 million returned from captivity there. A dictator named Maximilian Ottenheimer created a lottery that took place yearly in which 1 out of every 100 refugee families had to forfeit a member of its home to be euthanized; with the shortage of water there was no choice.
